5.3 Program Evaluation
Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning. (PSC 5.3/ISTE 4c)
The GAPSS review completed in ITEC 7460 is the artifact that supports Standard 5.3. The GAPPS review was designed and implemented to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills, and increasing student learning. By evaluating the seventeen areas of professional learning I developed the review using a rubric with the criteria which ranged from not addressed to emergent, operational, and fully operational. I then had to make recommendations on how to improve each area of professional learning based on what I had determined.
Standard 5.3, Program Evaluation, establishes the expectations for candidates to demonstrate the ability to design and implement a program evaluation to determine if the professional learning deepens teacher content knowledge, improves teacher pedagogical skills, or increases student learning. This artifact demonstrates my ability to design and implement a successful program evaluation by evaluating the school improvement plan, interviewing teachers and principals, and observing the types of programs being implemented. This helped me to determine the effectiveness of the professional development related and non-related to technology that was offered at my school. By comparing the professional learning opportunities to the professional learning standards I was able to determine several strengths and weaknesses to help design a plan that would deepen teacher content knowledge, improves teacher pedagogical skills, and increases student learning. The review required me to determine which programs needed refinement, what types of programs would be beneficial and which programs needed to be taken away.
Completing this review allowed me to strengthen my own knowledge of the processes within the school and their alignment to the school improvement plan. The artifact challenged me to look closely at the professional development at my school and determine its effectiveness. There were many weaknesses when I completed this assessment and it has shown me which area our school needs to grow and how I can assist in the improvement of the school. I believe that completing the GAPPS review with a group of teachers and administrators would be more beneficial then completing it individually. Completing the review collaboratively could of provided a deeper insight and strengthen the review as a whole.
The GAPPS review impacted school improvement as I was able to evaluate the schools strengths and weaknesses to recommend ways to improve. This in turn with impact faculty development and provided professional learning that is more effective. The impact can be assessed by review assessment data before and after the GAPPS review was completed.
